The summing-up meeting on Enabling China to Prepare Its Second National Communication Project held

 
On January 28, 2014, the summing-up meeting on GEF/UNDP - Enabling China to Prepare Its Second National Communication (SNC) Project was held in Beijing. More than 30 leaders and experts from National Climate Chang Leading Group member units, the project steering committee, United Nations Development Program (UNDP), the project implementation and supporting units, and related research institutions attended the meeting. The meeting was chaired by Ms. Sun Cuihua, vice director of Climate change Department, NDRC.


 
Ms. Sun Cuihua, vice director with Climate change Department, NDRC and Mr. Carsten Germer, assistant country director with the United Nations Development Program, made the speeches successively. While fully affirming the fruitful achievements the project team achieved, Ms. Sun Cuihua thanked the support of GEF, UNDP, China International Center for Economic and Technology Exchanges and the project steering committee, as well as the hard work of the subcontract project team. Mr. Carsten Germer mentioned that China attached great importance to SNC project and worked to address climate change positively, meanwhile he also gave high praise to the achievements of SNC project. 

Wang Shu, deputy division chief with Department of Climate Change, NDRC, introduced the overall implementation status of the SNC project. Associate Prof. Zhu Songli with Energy Research Institute, NDRC, Prof. Su Mingshan with National Center for climate Change and International Cooperation(NCSC), associate Prof. Zhang Wen, with Institute of Atmospheric Physics, Chinese Academy of Sciences, Prof. Dong Hongmin with Institute of Environment and Sustainable Development in Agriculture, Chinese Academy of Agricultural Sciences,  associate Prof. Zhu Jianhua,with Institute of Forest Ecological Environment and Protection, Chinese Academy of Forestry, Prof. Gao Qingxian, with Chinese Research Academy of Environment Sciences, Prof. Xu Huaqing and Prof. Jiang Kejun with Energy Research Institute, senior engineer Li Yu’e with CAAS and senior engineer Wang Kejian with CEInet Data Co., Ltd reported respectively the main activities and research results of "China's inventory of GHG emissions from the energy sector", "China's inventory of GHG emissions from industrial processes" ,"China's inventory of GHG emissions from the croplands" ,"China's inventory of GHG emissions from Livestock Sector", "China's inventory of GHG emissions from LUCF Sector subproject ", "China's inventory of GHG emissions from wastewater / sewage treatment subproject", "China's GHG inventory database", "China's GHG Emission Forecast Methodology", "Assessment on impact of, vulnerability and adaptation to climate change" ,"Improving public awareness and informing policy-decision making on climate change" subprojects .

Assessment panel members included Prof. He Jiankun with Tsinghua University, counsellor. Liu Yanhua with  Counsellor Office of the State Council, Prof. Zhou Dadi and Prof. Yang Hongwei with Energy Research Institute, NDRC. They listened up the report and reviewed the outcome materials of the subcontract project, gave high praise to the implementation and results of these projects, and agreed to accept the project for completion. 

Experts believe that the project implementation units completed the various tasks with high quality, submitted the project results on schedule, and provided the support of data and information for Chinese Special Planning for Addressing Climate Change, Chinese Strategy of Climate Change Adaptation, China's policy and action for addressing climate change and related policies. Meanwhile, the project execution promoted the ability to compile greenhouse gases emissions inventory of the whole country, business sectors and local governments. At the same time, with completed content, The Second National Communication of The People’s Republic of China" met the related requirements of the convention, and obtained widespread praise of the international community.

Prof. Su Mingshan made a brief introduction of the preparations of "The third National Communication on Climate Change of China", as well as the compilation of the related proposal. All present leaders and experts gave constructive guidance and suggestions to the project's further research, voicing hope that the project team will conduct the following tasks in light with the suggestions received. Representative from Minister of Foreign Affairs, Ministry of Finance, Minister of Science and Technology, State Environmental Protection Administration, Chinese Academy of Agricultural Sciences,  China Meteorological Administration, Chinese Research Academy of Environmental Science and other related sectors addressed the meeting successively and expressed their approval of the project as well as their continued support to the project. 

By the end of the meeting, Ms. Sun Cuihua made a final summary. Thanking for the support of UNDP, China International Center for Economic and Technical Exchanges, and the hard work of all the relevant units and experts, she announced the successful end of the SNC project.
